The Town of Davidson is a walkable, smart-growth oriented community and is committed to moving people, not just cars. As the town continues to grow, we will promote streets that are designed to offer safe access to all users, including pedestrians, bicyclists, motorists, and transit riders of all ages and abilities.

Streets are a vital part of livable, attractive communities. Everyone, regardless of age, ability, income, race, or ethnicity, ought to have safe, comfortable, and convenient access to community destinations and public places–whether walking, driving, bicycling, or taking public transportation.

Davidson will strive to ensure that residents and visitors will be able to easily cross the street, walk to shops, and bicycle to work.

Davidson Traffic Impact Analysis Update


 Due to the impact of the COVID-19 pandemic, the Town of Davidson will be using a temporary policy regarding Traffic Impact Analysis (TIAs) studies. TIAs are required when development meets certain thresholds (see Davidson Planning Ordinance Section 6.10). Current traffic counts are required for developments that meet the thresholds listed in the Planning Ordinance; these counts must be conducted when Davidson College and Charlotte-Mecklenburg Schools are in session. With schools currently utilizing virtual learning and partial virtual learning, it is not possible to take accurate school traffic counts at this time. Thus, each development required to have a Traffic Impact Analysis study will be looked at on a case-by-case basis using the criteria outlined below. This practice is consistent with current NCDOT policies as well as policies in neighboring jurisdictions.

  1. If a proposed development is located within the vicinity of a recent development that has had a TIA completed in the last five years, the traffic counts from the previous TIAs will be used as baseline data. Based upon traffic engineering best practices, an annual traffic growth multiplier will be added to the data from the previous study to bring the counts up to 2020 estimated levels. This includes adding traffic data estimates from all development that may have occurred between the time the baseline data counts were taken and the present time.  
  2. If no traffic counts are available from previous TIAs, the town will seek any historical traffic data available. This may come from NCDOT, the transportation consultants working with the town, or adjacent municipalities. The town will work with the transportation consultant and NCDOT to use any information gathered and determine how to provide acceptable traffic estimates.  
  3. If no previous TIA information and no historical data is available, the town will work with the transportation consultant and NCDOT to look at any alternative option available. This may include any potential measures used in cases across the state that are similar in nature to the development proposal.
  4. If none of the above-mentioned options are capable of producing accurate traffic count data, the proposed TIA study may be paused until such time that data may come available or traffic patterns related to schools return to pre-pandemic levels.
